What is CMMI Level 3 (Defined)?

At CMMI Level 3, the organisation has organisation-wide standard processes that are tailored for each project. Organizational Process Focus (OPF) and Organizational Process Definition (OPD) create and maintain the OPAs. Integrated Project Management (IPM) ensures that projects use the organisation's processes (tailored) and contribute back (e.g. lessons learned). The engineering process areas — Requirements Development (RD), Technical Solution (TS), Product Integration (PI), Verification (VER), Validation (VAL) — cover the full development lifecycle. Risk Management (RSKM) and Decision Analysis and Resolution (DAR) add proactive management. Organizational Training (OT) develops skills. Level 3 is the target for many defence, aerospace, and enterprise programmes.

Organisation-Level Discipline

OPF and OPD establish standard processes, tailoring guidelines, process asset library, and measurement repository. Projects do not invent processes from scratch — they tailor and use organisational assets. This ensures consistency and enables continual improvement.

Proactive Engineering & Management

RD, TS, PI, VER, and VAL cover requirements development through validation. RSKM and DAR support proactive risk and decision-making. OT ensures people have the skills to perform. Level 3 moves from project-level (Level 2) to organisation-level capability.

PrecisionTech helps you implement all Level 3 process areas and OPAs and demonstrate institutionalisation for a successful SCAMPI Class A appraisal and CMMI Level 3 rating.

Frequently Asked Questions — CMMI Level 3 & Defined

All questions and answers are visible for maximum clarity and search visibility.

What is CMMI Level 3 (Defined)?

CMMI Level 3 — Defined means that processes are standardised at the organisation level and tailored for projects. The organisation has established organisational process assets (OPAs) — standard processes, tailoring guidelines, and supporting assets — and uses them consistently. Level 3 includes all seven Level 2 process areas plus eleven Level 3–specific process areas: Requirements Development (RD), Technical Solution (TS), Product Integration (PI), Verification (VER), Validation (VAL), Organizational Process Focus (OPF), Organizational Process Definition (OPD), Organizational Training (OT), Integrated Project Management (IPM), Risk Management (RSKM), and Decision Analysis and Resolution (DAR). Level 3 enables proactive engineering and management and is the target for many defence, aerospace, and enterprise vendors. PrecisionTech helps organisations achieve CMMI Level 3 through process design, OPA development, and SCAMPI appraisal readiness.

What are the Level 3 process areas (in addition to Level 2)?

In addition to the seven Level 2 process areas (REQM, PP, PMC, SAM, MA, PPQA, CM), CMMI-DEV Level 3 adds: Requirements Development (RD) — develop and analyse customer and product requirements; Technical Solution (TS) — design and implement solutions; Product Integration (PI) — integrate components and deliver the product; Verification (VER) — verify work products; Validation (VAL) — validate that the product meets intended use; Organizational Process Focus (OPF) — plan and implement process improvement; Organizational Process Definition (OPD) — establish and maintain standard processes and OPAs; Organizational Training (OT) — develop skills and knowledge; Integrated Project Management (IPM) — use organisational processes and tailor for the project; Risk Management (RSKM) — identify and mitigate risks; Decision Analysis and Resolution (DAR) — use formal evaluation for significant decisions. PrecisionTech supports implementation of all Level 3 process areas.

What are Organizational Process Assets (OPAs)?

Organizational Process Assets (OPAs) are the organisation's collection of processes, guidelines, templates, and other artefacts that support consistent execution. At Level 3, the organisation has Organizational Process Definition (OPD) — which establishes and maintains the organisation's set of standard processes — and Organizational Process Focus (OPF) — which plans and implements process improvement. OPAs typically include: standard process descriptions; tailoring guidelines; life-cycle models; process asset library; measurement repository; and lessons learned. Projects tailor the standard processes for their context. PrecisionTech helps you design and document OPAs that satisfy OPD and support all Level 3 process areas.

Why do organisations target CMMI Level 3?

Organisations target CMMI Level 3 for: Higher customer and contract requirements — many defence, aerospace, and government contracts require CMMI Level 3 or higher; organisation-wide consistency — standard processes and tailoring replace project-by-project variation; proactive engineering — RD, TS, PI, VER, VAL address the full development lifecycle; process improvement culture — OPF and OPD institutionalise continual improvement; competitive differentiation — Level 3 signals mature, predictable capability. Indian software and IT organisations serving global defence and enterprise clients often need Level 3 to qualify for large programmes. PrecisionTech supports the journey from Level 2 to Level 3 and full Level 3 appraisal readiness.

What is Requirements Development (RD) at Level 3?

Requirements Development (RD) develops and analyses customer and product requirements. Key practices: elicit stakeholder needs; develop customer requirements; develop product requirements; analyse and validate requirements; establish product and product-component requirements. RD goes beyond Level 2 REQM (which manages requirements) to actually developing and refining requirements. It works with Technical Solution (TS) and Verification (VER). PrecisionTech helps you implement RD so that requirements are derived, analysed, and validated in a consistent, documented way that satisfies the appraisal.

What is Integrated Project Management (IPM) at Level 3?

Integrated Project Management (IPM) establishes and manages the project using the organisation's standard processes and tailoring. Key practices: use the organisation's set of standard processes; establish the project's defined process (tailored from standard processes); manage the project using the defined process; contribute to the OPAs (e.g. lessons learned, process improvements). IPM builds on Level 2 PP and PMC by integrating with organisational process assets and fostering organisational learning. PrecisionTech helps you implement IPM so that projects use and contribute to standard processes.

What is Organizational Process Focus (OPF) and OPD?

Organizational Process Focus (OPF) determines process improvement opportunities and plans and implements process improvement activities. Key practices: establish process action plans; implement process action plans; deploy organisational process assets; involve relevant stakeholders. Organizational Process Definition (OPD) establishes and maintains the organisation's set of standard processes and supporting assets. Key practices: establish standard processes; establish tailoring criteria and guidelines; establish the organisation's measurement repository; establish the organisation's process asset library. Together, OPF and OPD are the backbone of Level 3 — they create and evolve the OPAs that all projects use. PrecisionTech helps you design OPF and OPD so that your organisation has living, improving standard processes.

How long does it take to achieve CMMI Level 3?

Typical timeline: 12–24 months from Level 2 to Level 3, or 18–30 months from Level 1 if pursuing Level 3 directly (Level 2 must be achieved first). Level 3 requires: all Level 2 process areas sustained; all eleven Level 3 process areas implemented; OPAs established and in use; tailoring and IPM institutionalised; and sustained execution before SCAMPI. Larger or multi-site organisations may need longer. PrecisionTech helps you set a realistic schedule and prioritise the implementation of Level 3 process areas and OPAs.

Do we need CMMI Level 2 before Level 3?

Yes. In the staged representation, you must achieve Level 2 before Level 3. Level 3 includes all Level 2 process areas; the appraisal verifies that both Level 2 and Level 3 goals are satisfied. Organisations typically achieve Level 2 first, then implement Level 3 process areas (OPF, OPD, OT, RD, TS, PI, VER, VAL, IPM, RSKM, DAR) and organisational process assets, and undergo a SCAMPI Class A for Level 3. PrecisionTech supports organisations that already have Level 2 and are moving to Level 3, or that are building toward Level 3 from the start (achieving Level 2 first, then Level 3).

Does PrecisionTech provide CMMI Level 3 consulting in our city?

PrecisionTech provides CMMI Level 3 gap assessment, OPA design, process implementation, and SCAMPI appraisal readiness consulting across India — including all Level 3 process areas (RD, TS, PI, VER, VAL, OPF, OPD, OT, IPM, RSKM, DAR). We work with software development firms, IT services companies, and organisations that need Level 3 for defence, aerospace, or enterprise contracts. Engagement can be delivered remotely with optional on-site workshops. For a proposal, use our contact form at precisiontech.in/contact/.

What is Risk Management (RSKM) at Level 3?

Risk Management (RSKM) identifies potential problems and mitigates them before they occur. Key practices: prepare for risk management; identify and analyse risks; mitigate risks; track risks. RSKM is more proactive than reactive issue management; it involves risk identification, analysis, mitigation strategies, and tracking. It supports Project Planning and Integrated Project Management. PrecisionTech helps you implement RSKM so that risks are identified, evaluated, and addressed in a structured way.

What is Decision Analysis and Resolution (DAR) at Level 3?

Decision Analysis and Resolution (DAR) uses a formal evaluation process for significant decisions. Key practices: establish guidelines for when to apply formal evaluation; establish evaluation criteria; identify and evaluate alternatives; select solutions. DAR is used for decisions that are significant (e.g. architecture, make vs. buy, technology selection) — not for every decision. It ensures that significant decisions are made using defined criteria and evaluated alternatives. PrecisionTech helps you define when and how to apply DAR and document the process for the appraisal.

What is the difference between Verification (VER) and Validation (VAL)?

Verification (VER) ensures that work products meet their specified requirements — i.e. "did we build it right?" It includes peer reviews, testing, and other verification methods. Validation (VAL) ensures that the product or product component satisfies its intended use when placed in the intended environment — i.e. "did we build the right thing?" Validation is typically performed with the customer or end user. Both are Level 3 process areas. PrecisionTech helps you implement VER and VAL so that verification and validation activities are planned, performed, and documented consistently.

What is Technical Solution (TS) and Product Integration (PI)?

Technical Solution (TS) designs and implements solutions that satisfy requirements. Key practices: select product-component solutions; develop the design; implement the product design. Product Integration (PI) assembles product components and delivers the integrated product. Key practices: prepare for integration; ensure interface compatibility; assemble product components; deliver the product. TS and PI cover the design-and-build and integration lifecycle. They work with RD, VER, and VAL. PrecisionTech helps you implement TS and PI so that design, implementation, and integration are standardised and traceable.

What is Organizational Training (OT) at Level 3?

Organizational Training (OT) develops the skills and knowledge of people so they can perform their roles effectively. Key practices: establish strategic training needs; establish the organisational training tactical plan; establish training capability; deliver training; establish training records; evaluate training effectiveness. OT ensures that the organisation identifies training needs (e.g. for standard processes, tools) and delivers and tracks training. PrecisionTech helps you implement OT so that training is planned, delivered, and recorded in support of Level 3 process execution.

What evidence does the SCAMPI team look for at Level 3?

For CMMI Level 3, the SCAMPI team looks for evidence that: all Level 2 process areas are satisfied; all Level 3 process areas are satisfied; the organisation has standard processes and OPAs (OPD); projects tailor and use them (IPM); OPF drives process improvement; and RD, TS, PI, VER, VAL, OT, RSKM, DAR are institutionalised. Evidence includes organisational process documentation, tailoring guidelines, project-defined processes, work products, and interviews. PrecisionTech's readiness support includes OPA design, practice implementation, and evidence organisation for Level 3 SCAMPI.

How do we maintain CMMI Level 3 after appraisal?

After achieving CMMI Level 3, sustain all process areas: use and update OPAs; run OPF (process improvement); ensure projects use IPM and tailored processes; maintain RD, TS, PI, VER, VAL, RSKM, DAR, OT. Re-appraisal is typically required every three years (CMMI Institute policy) to retain the rating. In between: collect lessons learned, update standard processes, train new staff, and address gaps. PrecisionTech can support sustained process improvement and preparation for your next Level 3 re-appraisal.

What deliverables do we get from CMMI Level 3 consulting?

Deliverables typically include: gap assessment — current state vs. Level 3; organisational process assets — standard processes, tailoring guidelines, process asset library structure; process documentation for all Level 3 process areas (OPF, OPD, OT, RD, TS, PI, VER, VAL, IPM, RSKM, DAR); training on Level 3 and roles; appraisal readiness — evidence organisation and mock assessments. PrecisionTech tailors deliverables so that your organisation is ready for SCAMPI Class A and achieves CMMI Level 3.

When should we start CMMI Level 3 preparation?

Start when: (1) you have achieved or are close to CMMI Level 2; (2) Customer or contract requirement — a programme requires Level 3; (3) Strategic goal — you are targeting defence, aerospace, or enterprise programmes that require Level 3. Allow 12–24 months from Level 2 to Level 3 so that OPAs are established, all Level 3 process areas are implemented, and evidence is institutionalised. PrecisionTech recommends a gap assessment first; contact us at precisiontech.in/contact/ for a proposal.

Does PrecisionTech conduct the SCAMPI appraisal?

No. The SCAMPI Class A appraisal for CMMI Level 3 must be conducted by a CMMI Institute–authorised lead appraiser, who is independent of the organisation. PrecisionTech provides consulting — gap assessment, OPA design, process implementation for all Level 3 process areas, and appraisal readiness — so that when you engage an authorised lead appraiser, your organisation is well prepared for a successful Level 3 rating. We can help you select an appraiser and plan the appraisal.

What is tailoring in CMMI Level 3?

Tailoring is the process of adapting the organisation's standard processes to create a project's defined process. Tailoring guidelines (from OPD) define what can be tailored and how. Projects use the tailored process (via IPM) rather than inventing processes from scratch. Tailoring ensures consistency while allowing project-specific needs (e.g. lifecycle model, scope). The appraiser will look for evidence that tailoring is documented and that the project's defined process is derived from and aligns with the standard processes. PrecisionTech helps you establish tailoring criteria and project-defined processes that satisfy the model.
