What is CMMI Level 2 (Managed)?

At CMMI Level 2, the organisation has achieved project-level discipline: each project plans its work, monitors progress, manages requirements and configuration, uses measurement, and is subject to objective quality assurance. The seven process areas work together — PP defines the plan, PMC monitors against it, REQM keeps requirements traceable, CM controls baselines, MA supports decisions, PPQA provides objectivity, and SAM covers supplier acquisition when applicable.

How does CMMI Level 2 relate to Level 1 and Level 3?

Level 1 (Initial) is the baseline — ad hoc processes. Level 2 (Managed) adds project-level discipline: the seven process areas are performed and institutionalised at the project level. Level 3 (Defined) adds organisation-level standard processes: the organisation has defined standard processes that are tailored for projects, plus additional process areas (e.g. Requirements Development, Technical Solution, Organizational Process Focus). So Level 2 is a prerequisite for Level 3; you cannot skip to Level 3 without achieving Level 2. Can we go directly to CMMI Level 3 without Level 2?

No. In the staged representation of CMMI (which is used for maturity level ratings), you must achieve Level 2 before Level 3. Level 3 includes all Level 2 process areas plus the Level 3–specific process areas. The appraisal verifies that Level 2 goals are satisfied before awarding Level 3. So organisations typically achieve Level 2 first, then (if desired) implement Level 3 process areas and undergo another appraisal for Level 3. What evidence does the SCAMPI team look for at Level 2?
